Tokyo MOU data is unambiguous: PSC deficiencies related to pilot ladders and transfer arrangements have more than doubled, with a sharp rise in detentions.
This is not about new rules — it is about operational discipline: correct ladder identification, compliant rigging, and effective maintenance on board.

With SOLAS Chapter V / Regulation 23 amendments already adopted and new Performance Standards entering into force on 1 January 2028, tolerance is no longer an option.
Pilot safety — and a vessel’s PSC record — depend on fundamentals executed correctly, every single time.
